Overview
The City Manager is appointed by City Council and serves as the City’s chief administrative officer. The office implements Council policy, manages daily operations, oversees finances and contracts, and coordinates City projects and services. The City Manager also serves as City Clerk, responsible for maintaining official records, publishing public notices, preparing agendas and minutes, and administering elections.
Key Responsibilities
City Manager
- Administrative Leadership. Oversee daily City operations and provide direction to all departments to ensure efficient service delivery.
- Budget and Finance. Prepare and manage the annual City budget; monitor expenditures; ensure compliance with fiscal policies.
- Policy and Implementation. Execute City Council directives, enforce ordinances, and develop procedures that support adopted goals.
- Economic and Community Development. Work with regional partners, developers, and businesses to strengthen local investment and housing opportunities.
- Intergovernmental and Public Relations. Serve as the City’s liaison to state, county, and regional agencies; maintain open communication with residents and stakeholders.
City Clerk
- Records Management. Maintain ordinances, resolutions, minutes, and other official City records in accordance with law.
- Meeting Administration. Prepare and publish City Council agendas, record minutes, and post required public notices.
- Elections Administration. Manage voter registration, absentee ballots, and all City elections under Michigan Election Law.
- Freedom of Information Act (FOIA). Process and respond to FOIA requests; ensure compliance with State transparency requirements.
- Public Access and Assistance. Provide information to residents, coordinate document requests, and maintain accessibility to City records.
