Overview

The Zoning and Code Enforcement Department is responsible for enforcing City ordinances related to property maintenance, zoning, and public safety. The department operates under the supervision of the City Manager and works closely with the Planning Commission and Department of Public Works to ensure consistent, fair application of local codes. The focus is on education and voluntary compliance whenever possible, with formal enforcement only when necessary.

 


Key Duties

Property Maintenance and Nuisances. The department investigates complaints regarding unsafe structures, debris, or other public nuisances. These efforts help protect property values and maintain the overall appearance and safety of the community.

Grass and Weed Control. Between May 15 and September 15, property owners are required to keep lawns and lots mowed and free of tall grass or weeds to ensure properties remain safe, maintained, and visually presentable.

Zoning Compliance and Site Review. The Zoning Administrator reviews zoning compliance permits for small projects such as fences, sheds, and signs. The department also assists the Planning Commission with site plan reviews and approves minor site plans for businesses. Chicken Permits. Residents may keep up to eight hens, with no roosters, by obtaining an annual permit. The cost is $50 per year. Permit applications and requirements are available on the Start a Project in Harrison page.

Parking and Winter Restrictions. During winter months, the department enforces seasonal parking limits to allow for snow removal and emergency access throughout the City.
