City Council adopted Ordinance 2026-02, Short-Term Rental License Ordinance, at its June 1, 2026 meeting. The ordinance becomes effective July 11, 2026. A Short-Term Rental License is required before a dwelling unit, or any portion of a dwelling unit, is advertised, offered, rented, leased, or operated as a short-term rental in the City of Harrison.

Licensed Short-Term Rentals

The City maintains a list of licensed short-term rental properties for public reference. The City does not publish owner contact information, Local Contact information, or complaint history on this page.

Application and Inspection

Applications may be submitted before July 11, 2026, but will not be processed until the ordinance becomes effective. Before a license is issued, the property must pass inspection using the City’s Short-Term Rental Inspection Checklist.

The license is valid for twelve months from the date of issuance unless suspended or revoked. A license is not transferable and terminates if the property is sold or ownership changes.

Late Renewal Administrative Fee Waived through December 31, 2026. $50.00 beginning January 1, 2027.

Submit a Short-Term Rental Concern

Use this form for non-emergency short-term rental concerns, suspected unlicensed short-term rentals, licensing questions, or general issues related to short-term rental operation.

For emergencies, call 911. For active, time-sensitive issues such as an active noise complaint, disorderly conduct, blocked access, parking obstruction, or another issue requiring law enforcement response, contact Clare County Central Dispatch non-emergency at (989) 539-1336.

Complaints may be submitted anonymously. However, providing your name, phone number, or email may help the City follow up if more information is needed. Anonymous complaints may be more difficult to verify.

A complaint by itself is not a violation. For enforcement purposes, violations must be verified and documented by City staff, law enforcement, or another authorized agency.
