3. Apply for Basic Zoning and Parcel Actions

A Zoning Compliance Permit is required for nearly all projects, including small ones like fences, roofs, sheds, decks, and garages. Lot splits and combinations also require their own applications.

4. Opening a Business or Developing Property

Site plan approval is required for most new construction or business expansions. Marijuana retailers have a separate process.

5. Special Land Use, Variance, or Rezoning Requests

If your project doesn’t meet zoning rules (like setbacks or permitted uses), or you were denied a permit, you may need to apply for a special use or variance. Rezoning may also be required if your intended use does not align with the existing zoning district.

6. Tax Abatement Districts

The City of Harrison offers two tax abatement programs to encourage housing development. These programs are not automatic — please read the full application guides before submitting materials.

7. DDA Business Support

Grants available for exterior upgrades in the DDA district:

  • Paint: 50% match up to $1,000
  • Signage: 50% match up to $5,000
  • Repairs: 50% match up to $5,000 (windows, siding, brick, etc.)

Bonus: Using a local vendor may get an extra 5% match.

If you’re launching or expanding a business in Harrison, start by contacting the Middle Michigan Development Corporation (MMDC). They can help guide you to grant opportunities, state-level incentives through MEDC, and other regional programs that may apply to your project.
